The China Soong Ching Ling Foundation (CSCLF), in collaboration with the China Public Cultural Centers Association (CPCCA), held a series of activities for the National Art Popularization Special Fund in Bijie city, Guizhou province, on April 17.
Yu Qun, member of the Party leadership group and vice chairman of CSCLF, attended the launch ceremony of the fund, awarded letters of appointment to the members of the special fund management committee, and presided over the first meeting of the committee.
The goal of this initiative is to improve the modern public cultural service system and innovate cultural projects for the benefit of the people.
Over 200 experts, scholars, and business representatives attended the launch ceremony, including Bai Xuehua, director of the National Public Culture Development Center of the Ministry of Culture and Tourism, and Li Guoxin, director of the CPCCA Development Research Institute.
The National Art Popularization Special Fund is officially established
Yu Qun described the National Art Popularization Special Fund as a pioneering effort in China's public cultural sector that aims to promote national art through social funding sources and innovative operational mechanisms. Yu added that the fund is a beneficial attempt to create a new path for innovative implementation of cultural projects, build a new platform for encouraging the participation of the whole society in public welfare undertakings, and promote the high-quality development of public cultural services. According to Yu, the special fund will focus on creating exemplary public cultural brand projects in the future.

At the first meeting of the special fund management committee, experts reviewed institutional documents and provided suggestions for the fund's future development. The fund will gather social resources and plan public welfare projects in areas such as youth art education, public cultural services, and traditional Chinese culture preservation. The aim is to create high-quality public cultural projects to promote the high-quality development of public culture.

Background information
In October 2022, at the initiative of the National Public Culture Development Center of the Ministry of Culture and Tourism, the China Soong Ching Ling Foundation National Art Popularization Special Fund was established by CSCLF and CPCCA. The fund aims to promote art popularization, support grassroots-level public cultural services, encourage youth art education, innovate public cultural projects, and meet the diverse cultural needs of the people, thereby fostering a strong socialist culture in China.
