The First Session of the Second Council Meeting
The First Session of the Second Council Meeting was held from May 20 to May 22, 1992. The meeting reviewed and approved the work report of the First Council and the amendment of Charter. The Charter defined the responsibility and the power of the council, and service term of council members. The meeting approved to set up an Executive Council, which exercises the functions and power of the council when the council is not in session. The term of the Executive Council is the same as that of the Council.
The mission stated in the revised Charter was as follows: "To commemorate Soong Ching Ling, the late honorary president of the People's Republic of China; to carry forward her unfinished work in the fields of children's culture, education, science & technology and welfare undertakings; and to care for children's healthy growth and overall development; and to promote the international friendship, world peace and the reunification of the Motherland".
The meeting also approved: To focus on social welfare projects as to raise more funds from friendly organizations and individuals at home and abroad; to facilitate preparatory work of building Soong Ching Ling Children's Scientific Park; to continue the implementation of poverty-alleviation & assistance to education and the girl-child project; to promote the international friendship and strengthen the international exchange program; to enhance youth exchanges with Taiwan, Hong Kong and Macau.
The meeting elected and approved the leading members of the foundation.

The meeting elected and approved the Executive Council of the Second Council.
The Second Session of the Second Council
On October 31, 1994, SCLF held its Second Session of the Second Council Meeting and the academic symposium on "Soong Ching Ling & Contemporary Modernization of China". Rong Gaotang, vice chairman presided over the meeting. Huang Hua, chairman made the opening speech and Liu Qilin, vice chairman delivered the work report. Ma Lianyu briefed on the construction plan for the second phase installation of popular science equipments of Soong Ching Ling Children's Scientific Park, plan for aid to girl-child and anti-smoking campaign among youngsters. The meeting approved all the projects.
The academic symposium on "Soong Ching Ling & Contemporary Modernization of China" was held from October 31 to November 2, 1994 in Beijing.
On November 1, 1994, China SCLF held a workshop for sharing working experiences with all sister-foundations of Japan, the United States, Canada, Hungary, Shanghai, Chongqing, Shanxi, Henan and Wenchang Soong Ching Ling Foundations.
