The First Council Meeting

On December 28, 1982, the foundation held its First Council Meeting, attended by Beijing council members. Kang Keqing, chairwoman presided over the meeting. Liao Chengzhi, adviser addressed to the meeting and Wang Zhimin, secretary-general delivered work report of the foundation. The meeting reviewed and approved the Charter draft, and agreed upon the designs of its Emblem, donation certificate and commemorative coins.

Liao Chengzhi announced at the meeting: Rong Yiren, Rong Gaotang, Gao Dengbang were legally elected as vice chairmen and Wu Quanheng as vice chairwoman. Gao Dengbang served as the executive vice chairman.

For the benefits of young generations, the foundation decided to build a scientific park for children by means of donations collected from donors at home and abroad. This decision was strongly supported by the Beijing people's government and departments concerned. Therefore Soong Ching Ling Foundation and Beijing people's government agreed to build the "Soong Ching Ling Children's Scientific Park" at Yu Yuantan Park. At the First Council Meeting of the foundation, Chen Xiangyuan, council member (then the director of city planning and management committee) reported on the preparatory work of the Park.

Having this news released by the People's Daily, all relatives and friends of Soong Ching Ling, overseas Chinese and people admiring her showed their great interest and concern of this project, the United States, Canada and Japan have respectively established their own Soong Ching Ling Foundations with the objective of raising fund for building Soong Ching Ling Children's Scientific Park in Beijing.

For the development, the Charter of the foundation was firstly revised in February 1987. The mission stated in the Charter is: "To commemorate Soong Ching Ling, the late honorary president of the People's Republic of China; to carry forward her unfinished work in the fields of children's culture, education, science & technology and welfare undertakings; and to care for children's healthy growth and overall development; and to promote the international friendship, world peace and the reunification of the Motherland". The amendment of Charter was reviewed and approved by the Secretariat of the CPC Central Committee and its name was again changed into "Soong Ching Ling Foundation (SCLF)" in March 1987.
